Legally, you should list past due utility bills, but not just regular monthly utility bills as creditors. These listed creditors cannot refuse service to you, BUT they can charge a deposit that frequently is equivalent to or based upon the amount outstanding. Contact your attorney regarding any such charge. It is rare that I have seen any such charge.
